Getting the WhatsApp Business API in Kuwait takes five steps: verify your business with Meta using your commercial licence, prepare a number, get your display name approved, connect the Cloud API, and submit Arabic and English templates. This technical guide follows Meta's documentation as checked on 27 September 2026, with sources at the end.
Do you need a Business Solution Provider?
No. Meta hosts the Cloud API and lets a business connect to it with its own Meta app. Meta's partner documentation tells a business building an app only for itself to follow the Cloud API Get Started guide, not the partner route.
Meta describes three main partner types for messaging:

The main case where you need a partner is coexistence: keeping your number on the WhatsApp Business app while also using the API (see step 2). That onboarding runs through Embedded Signup, which Solution Partners and Tech Providers offer.

Step 1: Verify your business with Meta
Meta asks for documents that show your legal business name, and your official mailing address or phone number. Accepted types:
- Certificate or articles of incorporation
- Business registration or licence document
- Government-issued business tax document (self-filed tax documents are not accepted)
- Business bank statement
- Utility bill, for address and phone only, never for the legal name
For most Kuwaiti companies the commercial licence proves the legal name. Meta lists Arabic among its supported document languages, so no translation is needed. Documents must be unexpired and issued by the relevant authority, so check the licence expiry date first.
Before you submit, check three things:
- The legal name in the portfolio matches the licence exactly, in the language you chose.
- The portfolio address or phone number appears on at least one document, such as a company bank statement.
- Personal data Meta does not need, such as Civil ID numbers, is blacked out. Meta asks you to hide it.
Verification also raises your limits. A new business portfolio can register two phone numbers, and up to 20 once the business is verified or reaches a 2,000 messaging limit. A verified portfolio with an approved display name can hold up to 6,000 message templates per WhatsApp account, against 250 before.
Messaging limits
Your messaging limit is the number of unique customers you can message outside a customer service window in a moving 24-hour period. A new portfolio starts at 250. Verifying the business is one way to reach 2,000. After that, Meta raises the limit one level at a time to 10,000, 100,000 and then unlimited, when your messages keep a high quality rating and you used at least half of your current limit in the last 7 days. The limit is shared by every number in the portfolio.
Step 2: Prepare the +965 number
The number must:
- Be owned by you
- Have a country and area code (short codes are not supported)
- Be able to receive a voice call or an SMS for the verification code
Meta recommends a mobile number, and tells you to enable international reception of SMS and calls on it. If your line blocks them, ask your operator to turn them on first. A landline can take a voice-call code; turn off call forwarding and IVR menus while you verify.
After registration the number still takes normal calls and SMS, but it cannot be used on regular WhatsApp. If it is active on WhatsApp, delete that account first. You also set a two-step verification PIN when you register.
Already selling through the WhatsApp Business app?
You do not have to give up that number. Meta's coexistence onboarding keeps it working in the app while the API runs on it too, and can sync past chats if the business agrees. The conditions:
- The app must be version 2.24.17 or later.
- Onboarding runs through Embedded Signup from a Solution Partner or Tech Provider.
- A shared number has a fixed throughput of 20 messages per second.
- Messages sent from the app stay free. API messages follow API pricing.
- In the app, broadcast lists become read-only, disappearing and view-once messages are turned off for one-to-one chats, and group chats are not synced.
Step 3: Get the display name approved
Meta reviews the name customers see against published guidelines:
- It must have a clear relationship with your legal business name and match the branding on your website.
- If the brand differs from the company on the licence, use the form "Brand by Company", and state the link on your website.
- No generic terms (for example "Perfumes") and no bare place names (for example "Kuwait").
- No "Official" or "Verified", and no mention of WhatsApp, Meta or Facebook.
- No offers or slogans, and nothing formatted as a website or email address.
For an Arabic display name, use the same Arabic name on your website and signage.
Step 4: Connect the Cloud API
With a verified portfolio and a number ready, follow Meta's Get Started guide:
- Create a Meta app with WhatsApp in the App Dashboard and connect it to your business portfolio and WhatsApp account.
- Send test messages from the test number Meta generates and registers for you.
- Create a system user in your business portfolio and generate a permanent access token. The token the dashboard gives you for testing is temporary.
- Add your +965 number in App Dashboard, WhatsApp, API Setup. Adding it verifies ownership; you then call the register endpoint to use it with the Cloud API.
- Point a webhook at your server to receive incoming messages and delivery statuses. Status webhooks also tell you whether each message was billable.
- Add a payment method in Billing Hub.
- Connect the number to the tools your staff use: an inbox, a CRM, an order system.
Step 5: Write Arabic and English templates
Outside the 24-hour customer service window, you can only message a customer with an approved template. The window opens, and resets, each time the customer messages you.
Templates fall into three categories: marketing, utility and authentication. Meta reviews each one automatically, and review can take up to 24 hours. The category sets the price, and you accept the charge for the category Meta assigned, so check it after approval.
Plan bilingual templates in pairs. An Arabic and an English version can share a name, but each language counts toward your template limit. Write the Arabic natively rather than translating line by line.

Meta rates template quality from customer responses and can pause a low-quality template.
Direct Cloud API or a managed platform
Both routes use the same Meta rules and message prices. The difference is who builds and runs everything around them.

Before you add AI, note that since 15 January 2026, WhatsApp's Business Solution Terms only let AI Providers offer general-purpose AI assistants on the platform where Meta is legally required to allow it. An agent that answers about your own business is a different use, but read the current terms before launch.

Taking KNET payments inside the chat
Kuwaiti customers expect KNET. On WhatsApp that means a gateway payment link for each order:
- The customer asks to order in the chat.
- Your system, or an AI agent, confirms the items, the delivery area and the total.
- Your backend asks the gateway for a link for that exact order. MyFatoorah's SendPayment endpoint, for example, creates an invoice link and can return it in the response.
- You send the link. Inside the 24-hour window a normal message works; outside it, the link must go in an approved template.
- The gateway notifies your backend when the payment succeeds, and you send the confirmation.

What it costs to run
Meta charges per delivered message. Rates depend on the message category (marketing, utility, authentication, and from October, service) and the recipient's country code. Meta's pricing calendar says rate changes happen on the first day of a quarter.
On 1 October 2026 Kuwait leaves its regional pricing group for its own rate card, with higher utility and authentication rates. From that date:
- Marketing, utility and authentication templates are charged at Kuwait's rates. That includes utility templates inside the 24-hour window, which stay free until 30 September 2026.
- Free-form service replies: 1,000 free per number each month, then charged at the utility rate. Unused free messages do not roll over.
- With no payment method on file, Meta may stop delivering service replies once they become chargeable. Add one before 1 October 2026.
- Kuwait also gets a new authentication-international rate, higher than the current regional authentication rate, for businesses Meta treats as eligible.
Free entry point window. When a customer messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button, on the WhatsApp app for Android or iOS (not desktop or web), and you reply within 24 hours, Meta opens a 72-hour window from your reply. Every message you send in it is free.

Where setups usually stall
- Name mismatch. The portfolio name, the licence and the display name tell three different stories.
- Expired licence. Meta rejects expired documents.
- Number still on WhatsApp. Delete the old account first, or use coexistence through a partner.
- Code never arrives. The line blocks international SMS, or the call hits an IVR menu.
- Messaging without opt-in. It breaks the WhatsApp Business Messaging Policy and drags template quality down.
- Automation with no way out. The policy requires a clear escalation path, such as a transfer to a human agent, whenever you automate replies.
Frequently asked questions
Can I get the WhatsApp Business API in Kuwait without a BSP?
Yes. Meta hosts the Cloud API and lets a business connect with its own Meta app, a verified business portfolio and a registered number. Meta's partner documentation points businesses that are not building for other companies to the Cloud API Get Started guide. A Solution Partner or Tech Provider is needed for coexistence, when the same number stays on the WhatsApp Business app.
How long does WhatsApp Business API approval take?
It depends mostly on how fast Meta verifies your business, and Meta publishes no fixed time for that. Template review is automatic and, according to Meta, can take up to 24 hours per template. Delays usually come from a portfolio name that does not match the commercial licence, an expired licence, or a number that is still active on WhatsApp. Fixing those before you submit saves the most time.
What documents does Meta need to verify a Kuwaiti business?
Meta needs documents that prove your legal business name and your official address or phone number. Accepted types include a business registration or licence, articles of incorporation, a government tax document and a business bank statement. A utility bill works for address and phone only. Arabic is a supported language, so a current Kuwaiti commercial licence can be uploaded without translation.
Can I use my existing WhatsApp number for the API?
Yes, with conditions. A number active on regular WhatsApp must have that account deleted before you register it. A number on the WhatsApp Business app can keep working in the app through coexistence onboarding, which needs app version 2.24.17 or later and runs through a Solution Partner or Tech Provider. Shared numbers are capped at 20 messages per second, and broadcast lists in the app become read-only.
Can customers pay with KNET inside WhatsApp?
Yes, through a payment link. Your system asks your payment gateway for a link for the order and sends it in the chat. Inside the 24-hour customer service window a normal message is enough; outside it, the link goes in an approved template. The gateway confirms payment to your backend, and you send the confirmation message.
Is the WhatsApp Business API free in Kuwait?
No. There is no Meta subscription, but Meta charges per delivered message, by category and recipient country. From 1 October 2026 Kuwait has its own rate card, utility templates inside the 24-hour window become billable, and service replies are charged after 1,000 free per number each month. Messages in a 72-hour free entry point window stay free. A provider or platform adds its own fee on top.
