Meta sets the price of every WhatsApp Business API message. The rate depends on two things: the category of the message and the country calling code of the person who receives it. On 1 October 2026, Meta moves Kuwait (+965) out of its "Rest of Middle East" pricing region and gives it its own line on the rate card. Before that date, Kuwaiti numbers were billed at the Rest of Middle East rate.
This guide uses Meta's own documentation and the USD rate card Meta published for 1 October 2026. KWD figures use the Central Bank of Kuwait rate of 307.700 fils per US dollar, published on 27 September 2026. Your bank's card rate and any foreign-transaction fee will differ slightly. Meta can change rates on the first day of any quarter, so check the Meta pricing page before you commit a budget.
What changes on 1 October 2026
Four changes take effect on the same day. For a Kuwaiti business, they stack:
- Kuwait leaves the Rest of Middle East group. Messages to +965 numbers are charged the new Kuwait rate, and volume tiers are counted for Kuwait on its own.
- Kuwait's marketing and utility rates go up. Marketing rises from $0.0341 to $0.0792. Utility and authentication rise from $0.0091 to $0.0440.
- Service messages are no longer free. Each business phone number gets 1,000 free service messages a month. After that, every delivered service message is billed at the market's utility rate.
- Utility templates sent inside an open chat are billed. Since 1 July 2025, an order confirmation sent while the customer was chatting with you cost nothing. From 1 October 2026 it costs the normal utility rate.
Meta also adds an authentication-international rate for Kuwait ($0.12). It only affects some businesses based outside Kuwait, as explained below.
Kuwait rates before and after, in USD and KWD
Rates are per delivered message. The 1 October 2026 figures are taken from Meta's rate card as published on its pricing page; confirm them on Meta's pricing page before you budget. KWD figures use 0.3077 KWD per US dollar, rounded to a tenth of a fils.

Two practical points. First, the rate follows the recipient, not you: a Kuwaiti business messaging a Saudi number pays the Saudi rate. Second, Meta publishes rate cards in 16 currencies, including USD, AED and SAR, and the Kuwaiti dinar is not one of them. A business paying Meta directly picks one of those currencies when it sets up billing, and its bank converts the charge to dinars at the bank's own rate. A solution provider that bills you may invoice differently.

How Meta bills a WhatsApp message
Since 1 July 2025, Meta has charged per delivered message, not per 24-hour conversation. Any guide that quotes Kuwait prices "per conversation" describes the old model.
WhatsApp Business API messages fall into two groups.
Template messages are approved by Meta in advance and are the only messages you can send to start a conversation. Each template has a category:
- Marketing: offers, product launches, cart reminders, newsletters.
- Utility: updates tied to something the customer did, such as an order confirmation, a delivery update or an appointment reminder.
- Authentication: one-time passcodes for login or verification.
Non-template messages (text, images, voice notes, documents) can only be sent inside a 24-hour customer service window. The window opens when the customer messages you and resets with each new message from them. Meta calls these service messages.
Meta charges only when a message is delivered, and only for messages sent by the business. Messages customers send you are free. Each delivered message is billed on its own, so a reply split into three short bubbles counts as three service messages.
Meta holds the business responsible for checking the category of each approved template. If a template you think of as utility is categorised as marketing, you pay the marketing rate every time you send it.
The 1,000 free service messages
The free tier belongs to each business phone number and resets every month. One-to-one replies and group messages draw from the same allowance, and unused messages do not roll over. Service messages have no volume discounts.
One detail can stop your replies being delivered. If a WhatsApp Business account has no payment method on file, Meta may stop delivering service messages once they become chargeable. Add a payment method in Meta's Billing Hub before 1 October 2026.
Authentication-international: who pays $0.12
The $0.12 rate does not apply to a Kuwaiti company sending passcodes to Kuwaiti customers. Meta charges it only when all three conditions hold:
- the business is based in another country,
- Meta has deemed the business eligible: it sent more than 750,000 messages outside customer service windows in a moving 30-day period, across all its WhatsApp Business accounts, to unique users in markets that have this rate,
- Meta has given the business 30 days' notice and that notice period has ended.
Meta always charges a business the domestic rate for its primary business location, so a Kuwait-based business pays the standard $0.0440 authentication rate on +965 numbers.
Kuwait vs the rest of the GCC
List rates in USD per delivered message, as published on Meta's rate card effective 1 July 2026 and its rate card effective 1 October 2026. Confirm them on Meta's pricing page before you rely on them. In each market below, utility and authentication share one list rate, and from 1 October service messages use that same rate.

From 1 October, a utility message to a Kuwaiti number costs about four times the Saudi rate and nearly three times the UAE rate. Oman also becomes a standalone market, with a smaller increase. Bahrain stays in the Rest of Middle East group.
Worked example 1: a clinic
This is an illustrative example, not a real client. A clinic uses one WhatsApp number. In a typical month it:
- sends 2,000 appointment reminders (utility template, outside a chat),
- sends 400 booking confirmations while the patient is chatting (utility template, inside the window),
- sends 2,500 replies to patient questions, written by staff or an AI agent (service messages).

The bill grows more than ninefold, and none of it is marketing. The reminders and replies drive it. If each answer went out as one complete message instead of two short ones, the clinic would send 1,250 replies, pay for 250 of them, and save $55 a month.
Worked example 2: an online retailer
Also illustrative. A Kuwaiti online shop with one number, in a typical month, sends:
- 6,000 promotional broadcast messages (marketing),
- 2,000 shipping and delivery updates (utility, outside a chat),
- 1,000 order confirmations while the customer is chatting (utility, inside the window),
- 5,000 customer service replies (service),
- 1,000 login passcodes to Kuwaiti customers (authentication).

The same activity costs about 3.6 times what it did before October. For a retailer, marketing is still the largest line, so start with who receives each broadcast. Seven ways to cut your WhatsApp bill in Kuwait
- Use the 72-hour free entry point window. When a customer messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button on the WhatsApp Android or iOS app, and you reply within 24 hours, Meta opens a 72-hour window in which marketing, utility, authentication and service messages are all free. Chats started from WhatsApp desktop or web do not qualify.
- Answer in one message, not three. Every delivered service message counts. A complete reply costs less than a string of short ones.
- Check every template's category. In Kuwait, utility costs $0.0440 and marketing $0.0792. Keep transactional templates strictly transactional so they stay in the utility category.
- Send fewer, better-targeted broadcasts. Segment by purchase history or interest instead of messaging the whole list. Send marketing only to customers who agreed to receive it from you on WhatsApp, and stop at once when someone opts out.
- Let customers start the conversation. A WhatsApp button on your website or receipts invites customers to open the chat. Their messages are free, and your replies fall under the service allowance.
- Track the 1,000 free service messages. The allowance is per number and resets monthly. Watch how fast you use it so the month-end bill is not a surprise.
- Know when volume tiers start. Meta's rate card lists volume tiers for utility and authentication messages; for Kuwait it shows a 5% lower utility rate after 100,000 messages in a month and a lower authentication rate after 300,000. Tiers are counted across your whole business portfolio. Confirm the current thresholds on Meta's rate card. Most SMEs will not reach them.
Other costs besides Meta's rates
Meta's per-message charge is only part of the cost. You also need software to send and receive messages: a team inbox, template management, automations and a link to your own systems. You can connect to Meta's Cloud API directly, or work through a solution provider; Meta bills both. Providers usually charge a subscription or setup fee, and some add a margin on each message, so ask how Meta charges are billed before you sign.
If an AI agent answers your customers, there is one more line. Meta treats replies written by a third-party AI as ordinary service messages, and Meta's documentation notes that businesses using a third-party AI solution typically pay for AI usage separately from message delivery. Meta's own Meta Business Agent is priced differently: $2.00 per million tokens, which Meta estimates at roughly 4 to 5 US cents per message, and those messages are not free in the 72-hour window.
