Kuwait digital economy statistics 2026: internet, social, payments and e-commerce

Kuwait's digital economy in numbers: 5.00 million people used the internet in late 2025 (99.0% of a 5.05 million population) and there were 7.72 million mobile connections, according to DataReportal. Central Bank of Kuwait data shows KD 10.50 billion paid by card through payment gateways inside Kuwait from January to August 2026.

Population and internet use in Kuwait

DataReportal's Digital 2026 report counts 5.05 million people in Kuwait in late 2025, up 87,000 (1.8%) on a year earlier. The median age is 34.8. The population is 61.1% male and 38.9% female, a split worth remembering when you read audience data from ad platforms.

Of those 5.05 million people, 5.00 million use the internet, a rate of 99.0%. DataReportal caps internet adoption at 99%, so the real figure may be slightly higher, and user growth tracks population growth by design. Internet users grew by 86,000 (1.8%) year on year. For a business, the question is no longer whether customers are online. It is which channel they use, and in which language.

Mobile connections and network speed

DataReportal reports 7.72 million active cellular mobile connections, equal to 153% of the population. The figure is above 100% because one person can hold several connections (a personal line, a work line, a data SIM). It fell by 63,000 (0.8%) over the year, and 99.9% of connections are broadband (3G, 4G or 5G).

Speeds are high and improved sharply in a year. These are Ookla figures for the twelve months to August 2025, as reported by DataReportal:

  • Median mobile download speed: 414.56 Mbps, up 174.73 Mbps (72.9%).
  • Median fixed download speed: 227.06 Mbps, up 38.77 Mbps (20.6%).

In Kuwait, the typical mobile connection is faster than the typical fixed one. A slow website or app here is rarely the network's fault. It is usually page weight, server response time or too many third-party scripts.

Social media and ad reach in Kuwait

DataReportal counts 4.44 million social media user identities, 87.9% of the population, up 579,000 (15.0%) in a year. It warns that identities may not represent unique individuals, so treat this as an upper bound, not a head count.

The platform figures below are advertising audiences, taken from each platform's own ad tools, for late 2025.

TikTok reports the largest audience, but against adults only, and the number is higher than the adult population, which DataReportal marks with an asterisk. Ad audiences are not the same as people. Use these figures to compare platforms, not to size a market.

Online payments: what the Central Bank data shows

The Central Bank of Kuwait (CBK) publishes electronic payment data by channel. Its monthly table for transactions inside Kuwait splits card payments into three channels (point of sale, ATM and payment gateway) and reports the Wamdh instant payment service separately. The CBK notes that Wamdh started in June 2024 and that monthly data starts in April 2025.

Wamdh (spelled WAMD by the banks) is an instant payment service powered by KNET: people send money from one bank account to another using a mobile number, 24/7. Kuwait Finance House, for example, launched it for its customers on 29 June 2024 with a limit of KD 1,000 per transfer.

"Payment gateway" is the channel that matters for websites and apps: it is card payments made online.

Monthly e-payments inside Kuwait, 2026

Three things stand out:

  1. Online card payments are steady at about KD 1.3 billion a month. From January to August 2026 they totalled KD 10.50 billion across 212.4 million transactions (our sum).
  2. Wamdh is growing, though not every month (it dipped from January to February and from March to April). Its monthly value rose from KD 903.3 million in December 2025 to KD 1,072.2 million in August 2026 (18.7%), and its monthly transactions from 13.8 million to 16.4 million (19.1%). Both changes are our calculations from the same table.
  3. The average online card payment in August 2026 was about KD 49.6, against about KD 18.3 at the point of sale (our division of value by transactions).

2024 against 2025

The CBK quarterly table (Table 27-1) gives card payment values by quarter, split into local and abroad. We added the four local quarters of each year; values in KD million.

The fall was all on debit cards. Online debit card value dropped about 8.2% (KD 16,643.1 million to KD 15,276.7 million), while online credit card value rose about 19.1% (KD 678.7 million to KD 808.1 million), our sums of the local quarters. Debit cards still carried about 94% of online card value inside Kuwait from January to August 2026 (KD 9,877.4 million of KD 10,502.0 million, our sum of the monthly table). A Kuwaiti checkout that cannot take local debit cards through KNET misses most of the market.

Cash withdrawals fell faster than online card spending. The CBK tables do not explain why. One reading is that part of the money moved to Wamdh, which launched in mid-2024, but the data does not prove that. If you take payments, plan for more than one method.

Online spending that leaves Kuwait

Kuwaiti bank cards also paid KD 927.5 million through payment gateways outside Kuwait from January to August 2026, about 8.8% of the KD 10.50 billion paid inside Kuwait (our sums of CBK Table 27-2). The table does not say what was bought. It covers any online card payment processed abroad, for example at foreign online shops. That is the competition a local store faces.

Licensed payment companies

On 27 September 2026 the CBK listed 17 non-bank companies on its two provider registers: 9 e-payment service providers and 8 e-money service providers. A third register, e-Payment Services Operators, lists one company: The Shared Electronic Banking Services Co. (KNET). The full list and licence classes are in our guide to payment gateways in Kuwait. Government services: the Sahel app

Sahel is the Kuwaiti government's unified services app. Published user counts differ widely:

The 9.2 million figure is larger than Kuwait's population of 5.05 million, so it likely counts accounts or registrations rather than unique residents. Neither article defines "user". If you quote a Sahel number, quote its date and source with it.

The point for businesses is behavioural: a large share of residents already completes government paperwork on a phone. They bring that expectation to private services.

How big is e-commerce in Kuwait?

There is no official figure for the size of Kuwait's e-commerce market. Research firms publish modelled estimates, and they disagree.

The current-size estimates sit close together at roughly USD 2 billion. The forecasts do not: one expects the market to reach about USD 2.5 billion, the other more than twice that (for different end years, 2031 and 2032). If you use a forecast in a business case, name the firm and year, and test your plan against the lower number.

Mordor also estimates that smartphones accounted for 70.89% of e-commerce spending in 2025, and cards for 50.23% of payment value. If you are planning a store, start with how to start an online store in Kuwait.

The CBK payment-gateway total (KD 16.08 billion in 2025) is much larger than any of these estimates. They measure different things. The CBK figure is the value of all card payments made online through gateways in Kuwait, whatever was paid for. The research figures are each firm's estimate of an e-commerce market as it defines it. Do not mix the two in one chart.

What these numbers mean for what you build

Data is only useful if it changes a decision. Here is how we read it for a business planning a website, app or new channel. For a step-by-step view, see digital transformation for SMEs.

  • Design for the phone first. With 7.72 million mobile connections and mobile speeds above fixed ones, most visits will come from a phone. Test on a mid-range handset, not a desktop.
  • Speed is your problem, not the network's. At a median of 414.56 Mbps, a slow page points to your code, images or hosting.
  • Take online payment properly. Customers paid KD 10.50 billion by card online in eight months, mostly on debit cards. A contact form where a checkout should be loses sales. Use a CBK-listed provider.
  • Plan for more than one payment method. Online card value fell 7.1% in 2025 while Wamdh grew. Keep your payment layer flexible so adding a method later is a small change, not a rebuild.
  • Match self-service to Sahel. People who renew documents in an app expect to book, pay and track on their phone. Bookings and status tracking are good first builds.
  • Pick channels on evidence. Instagram and Snapchat reach about half the population or more in ad terms. LinkedIn reaches 1.30 million members, which matters for B2B.

Method and caveats

  • Dates differ by source. DataReportal figures describe late 2025 (its main reference point is October 2025), except speeds, which cover the year to August 2025. CBK monthly data runs to August 2026. The Sahel figures are from September and November 2025.
  • Our calculations are labelled. Sums, averages, shares and percentage changes are ours, calculated from the published tables and rounded to one decimal place.
  • CBK data can be revised. Some figures changed slightly between monthly releases. We use the latest release available on 27 September 2026.
  • Ad audiences are not people. Platform ad reach and social media identities can double-count users.
  • Market-size figures are estimates. They come from paid research reports whose methods we cannot fully inspect.

Wamdh, spelled WAMD by Kuwaiti banks, is an instant payment service powered by KNET. It moves money from one bank account to another using a mobile number, 24/7. Central Bank of Kuwait data shows KD 1,072.2 million sent through it in August 2026 across 16.4 million transactions, up 18.7% in value and 19.1% in transactions from December 2025 (our calculation).

How many people use the Sahel app in Kuwait?

It depends on the report. A Cabinet statement reported by Times Kuwait on 3 September 2025 gave more than 9.2 million users and more than 110 million transactions, a figure larger than the population. Kuwait Times reported on 12 November 2025 that Sahel had passed 3 million users, with 433 services and more than 122 million transactions. Always quote the date and source.
